Permissions for a NFP or FP permission 'in training'

We have a role of final approvals 'in training' where for a period of time their approval is not enough to push an item live. They document their decision - and it gets checked by a fully qualified person.
It would be useful to group these people differently - and that when they assess an item - they can move the status to 'accreditation check'. And they can send an action to a fully qualified person - who confirms the person in trainings decision. Then a notice is sent to the person in training to move their action to complete.
Note - their decision may not always be to approve it, they may have decided to fail it (from a training perspective this is equally a pass for the person in training - as they made the right call).
In addition it would be good to gather MI - be able to list all those in training. When they started, the jobs they have reviewed - if they passed or failed the approval - if they made the correct call (maybe the fully trained person can select a different option). Dates of the actions (as they have to complete so many in a set period of time).
