If the asset owner does not need to send to stakeholders - the need to press a button - is an unnecessary step.
By simply leaving blank - and going direct to final approval - provides the necessary information that the asset manager has decided that there is no need for stakeholder.
This may also solve the issue around un skipping a skipped stage.

Steps in an approval workflow can be configured. For most approval worfklows today, we see a consecutive order (each step waits for its predecessor to be ready). But just as well, steps can be configured to be 'available' simultaneously with their predecessors.
At the moment, approval workflow configurations like these, are done by our product development team still.
But we're keen to make that an admin ability - so the clients can do this by themselves, without submitting service requests.
