By enabling users to add an attachment to a comment/change request, we essentially enable them to create a connection between a specific section /statement / part of the asset, a specific attachment - plus, the comment enables users to explain the correlation (or the exact part-page of the attachment that matters).

This is particularly helpful if the user is trying to associate evidence files to support a claim made in the asset.
